EU-RUSSIA PERMANENT PARTNERSHIP COUNCIL (PPC) (ENVIRONMENT) ON 9-10 OCTOBER 2006

Environmental cooperation between the EU and Russia will be put on a new footing when the EU-Russia Permanent Partnership Council holds its first environment meeting in Helsinki.

The purpose of the meeting is to adopt and sign the terms of reference for cooperation between the EU and Russia on environmental protection and nature conservation. The main themes of the meeting will be climate change, protecting biodiversity, and the environment and economic development.

THE ECONOMIC AND FINANCIAL AFFAIRS COUNCIL WILL CONVENE ON 10 OCTOBER 2006
 
The meeting of the Economic and Financial Affairs Council to take place in Luxembourg on Tuesday, 10 October, will focus on a single euro payments area and European Investment Bank (EIB) external lending mandates. The meeting will be chaired by the Minister of Finance, Eero Heinäluoma.

TRANSPORT, TELECOMMUNICATIONS AND ENERGY COUNCIL ON 12 OCTOBER 2006

The Transport, Telecommunications and Energy Council is scheduled to meet in Luxembourg on Thursday, 12 October. The Council will discuss the Civil Aviation Security Regulation and the Galileo satellite navigation system. The aim is to adopt decisions on a Commission communication reporting on progress with the Galileo programme. The Council will also hold a political discussion on the mid-term review of the Transport Policy White Paper. The meeting will be chaired by the Minister of Transport and Communications, Susanna Huovinen.

EU-INDIA SUMMIT IN HELSINKI ON 13 OCTOBER 2006

The EU-India Summit will take place in Helsinki on Friday, 13 October. The central aim of the Summit is to strengthen the strategic partnership between the European Union and India in line with the joint action plan adopted in September 2005 in New Delhi. The EU delegation will be led by Prime Minister Matti Vanhanen and the Indian delegation by Prime Minister Manmohan Singh.

INFORMAL MEETING OF HEADS OF STATE OR GOVERNMENT IN LAHTI, 20 OCTOBER

An informal meeting of Heads of State or Government will take place in Lahti on 20 October. The media guides containing preliminary information on media arrangements, e.g. accommodation and transportation, are available at eu2006.fi

The Lahti informal meeting will start with a working lunch, at which the topic will be external energy policy. At the end of the lunch, there will be time for a brief discussion on other topics, such as illegal immigration. The afternoon session will centre around the need to strengthen competitiveness, especially through innovation policy. The meeting will be followed by a dinner with the President of Russia, Vladimir Putin.

Journalists attending the informal meeting of Heads of State or Government in Lahti can also find accommodation in Helsinki by using the hotel list on the web site of the Helsinki City Tourist and Convention Bureau at www.hel.fi/tourism. The list is under the "plan your visit" sub-section. Helsinki is one hour by train or express bus from Lahti. Helsinki-Vantaa Airport (HEL) is also the closest airport to Lahti.
